URGENT: Request for AssistanceSolvani Diplomatic Branch
The Solvani Intendant in charge of space matters has received a distress call from a Bel'daar constructor vessel operated by the Vo family under official license in the Chi system. The vessel is completing construction of a mining station above the only planet in the otherwise barren system.
Following a statement by the Amarr Empire that "Any mining stations will be removed from the Chi system immediately", a fleet of eight Amarri warships is on a high-speed course towards our vessel. The constructor vessel is unarmed and Solvani armed ships in the area are limited due to our long standing policy of maintaining only light border defenses.
As we expedite construction of defensive ships and await a reply to our diplomatic overtures to the Amarr, we request that any armed ships in the area come to the assistance of our vessel in Chi, to deter an Amarri attack.

You knowingly violated Amarr sovereign space and ignored our previous communication on SpaceDecember 29th. The Amarr Empire is willing to purchase the station from you, or we are prepared to defend this aggression.

Solvani Diplomatic BranchThe Solvani Imperium has never negotiated a border agreement recognizing Amarr sovereignty in Chi. The sole planet in the system is uninhabitable by any nearby species and the system has been home to only single observation satellites from the Solvani, ITCo, and Amarr. The Amarr cannot simply lay claim to vast swaths of territory without maintaining any presence therein for years.
In the interests of maintaining peace, we are willing to negotiate, but not at the barrel of Amarri guns. If the Amarri fleet withdraws from the system, our two System Defense Vessels will do the same, and negotiations can begin.

The Most Serene, Holy, and Orthodox Dominion by law recognizes the settlement doctrine of deciding title to lands and other possessions. As such, we recognize the Imperium's claim over Chi as superseding any others. We hope the Amarr will not make any unfortunate choices.

Our attempts to contact the Amarr to establish Chi as a neutral demilitarized buffer system between them and the ITCo have gone unanswered, although after some delay, their fleet has left the system.
The ITCo did agreed to the buffer proposal, although recent events make this irrelevant.
