I am Khriss, Herald of the Hegemony and speaker for my brother and Archon, Rakx.
While the Archon completes his campaign against the remnants of the Adherents of Veritas, I have continued to watch the outward affairs of the Hegemony and monitor them in his absence from the capital. As word has no doubt reached all powers in the quadrant by this point, the Adherent capital fell to our warriors this past month, and surrender was justly offered for any remaining Adherent forces.
I found it odd then, when consulting the political databases this morning that the Kortl have begun claims on all remaining Adherent space. I am certain that this must be a...clerical error on the part of the Kortl, as I am sure that they would not go so far as to openly insult the D'Kali Hegemony like this.
Let it be known; The Adherents are a defeated peoples, rightly so under ancient laws of war. Roxal has blessed the Hegemony with victory, and all former Adherent holdings are now those of the D'Kali Hegemony. D'Kali blood was spilt to claim these lands, and D'Kali blood will keep them. We are now the protectors of the Adherents of Veritas, as their own leaders could not. The Kortl will rescind this 'error' and remove their claims in the north-east, and any other race would do well to reconsider picking over the old territory of the Veritas like carrion birds.
Any reasonable border negotiations by the neighbouring races of the Sethulkra Hive or Skathari Principalities will be brought before the Archon for consideration.

The Kortl do not recognize your laws. If you wish to establish some legal precedent for international cosmic ownership of unoccupied systems, rather than illegally impose your own established planetary laws upon others, we will consider negotiations, in concert with other species to establish such rules.
However, we understand your species is perhaps more responsive to a test of might, and we are more than prepared to meet your ten best vessels in battle against our ten best and let the victor assume uncontested ownership of the eastern portion of NC3 (Northern Cluster 3).
However, as to legal rights, the space east of the Adherants was never claimed, not even by them. We patiently awaited the day they would do so, and left it vacant for them. However, now that they are a fallen race, we have reclaimed those systems, now that we have a use for them.
I would like to be specific here. Your accolade is their home-world and the victory you achieved. You have offered them mercy as well and we suspect your species will naturally attend to their continued survival. If we suspected genocidal intent, we would have intervened long ago.
However, your victory it does not entitle you to unrestricted claims over space they never exerted control over, and never claimed themselves.
The systems in question include Inuvik, Westeros, Worcester, Odin, Lahaina, Cambridge and Polaris.
We await your answer and are prepared to respect your traditions in a way we hope your species will honor. Perhaps further discussion, as your initial public inquiry, is best negotiated in private.

The D'Kali Hegemony will not be goaded into dishonourable posturing; The Kortl claim they understand honour in battle, but the words ring hollow when from their Speaker's mouths.
The Gods do not extend their protection to the Kortl and so any duel or contest is not vindicated in their eyes; there would be no honour in such a duel and I have some doubt that the Kortl would honour the result if they did lose.
No, the territories of the Adherent's is that of the Hegemony, and proper borders have been negotiated with those species who actually have some claim to the North-East. If the Rheus wants to contest it, then the Gryphon Council can be the vaunted mediators.
