To the many species of our galactic cluster, we make this call for help under duress.
There is some doubt that the actions of the Schism were constructed with betrayal and bloodlust in mind. We shall demonstrate here, in this court of galactic opinion, that we have desired for only a fair distribution, one that attempted to keep in check the volatile and expansionist nature of the Keshek Hierarchy.
We would attempt to negotiate with their people directly, however, any negotiations are now impossible since they have taken the immature act of making public our most private diplomatic cables. We verify that the transmissions they have revealed, in a most unacceptably pornographic nature, reveal our true words.
Simply, we cannot trust their government not to attempt to manipulate the truth, as they have before, or betray diplomatic confidence again. We strongly advise that all other species be very wary in their communications with the Hierarchy.
As all are aware, the Hierarchy has demanded the subjugation of the Norak Schism. In addition, they have demanded many of our home system planets along with other crippling stipulations.
We refuse all of these demands.
Our reasoning for our refusal of their offer is simple.
Wartime treaties are negotiated given the current situation of each nation. When we made our initial agreement both of our two species were in an equal position, arguably we were in a superior position with 70 warships in their home system.
However, during this renewed period of Schism infiltration, resulting in the destruction of many of their orbital stations, the destruction of two Hierarchy fleets, and the occupation of their home system they indicated, in 2404, that they desired a truce. We accepted their non-aggression agreement which included the terms that the Schism withdraw from their system.
They indicated agreement and set some terms. Yet, in the middle of negotiations they broke the agreement, invaded Horgu, our largest colony, and destroyed our retreating fleet which was low on supplies only because we were attempting to comply with their side of the non-aggression terms.
Their act of brutal betrayal of diplomatic process surmounted our own initial preemptive attack. However, we feel that we had just cause for that action as they had insulted and demanded well beyond a reasonable amount and proved themselves volatile and expansionist.
Consider:
Previous to the war there were roughly 52 planets currently in the Hierarchy area of control, with perhaps more tucked away in the northwest corner of our galaxy.
Their proposal left us with a mere 15 planets in our own. This included two systems, our home system and Emerata. This was their idea of fair.
The proposal to 'share' Isolde was always an unfair one considering that Isolde is a border system of the Schism and NOT the Hierarchy. They offered no such split on any of the other three systems which border on both the Schism and Hierarchy.
This would result in a split of 0 of 16 planets which our homeworlds both directly connect to (Helios and Maxis) and then they had the gall to claim Isolde as a shared territory as well.
We could not refuse, forced by his continual blustering and fleet positioning. At the time of his negotiations, a large fleet of individual vessels was making 'transit' through our system. Refusal or rebuke at that time would mean certain death for our species. Instead we immediately put all efforts in expanding and preparing for an opportunity to go to war.
In a singular occurrence our situation may not prove much. However, consider also the case of the Aalien and the Skathari, the other two border species with the Hierarchy. Ask them if they are happy with their neighbour. You will find quick proof that they too have had similarly insulting deals pressured against them.
Even now The Keshek Hierarchy sends more ships to guard the Videtti-Iota gate, which the Hierarchy considers in their domain, although it is three systems away from the Hierarchy homeworld and one system away from the Skathari homeworld.
Also, there was the other issue of their ridiculous claim of every single system between him and the Aalien homeworld. Another negotiation where he claimed every planet between another species, even though those systems border the Aalien and not the Hierarchy.
As well, although the Aalien and the Hierarchy are in truce talks, the Hierarchy again threatens and blusters them with his massive industrial power.
I am certain that our cause for war becomes evident, when considered, that the Hierarchy never intended for a fair or reasonable situation, only one which allowed dominance and expansion and eventual conquest of all neighbouring powers.
It was this we acted against, as much as for our own concerns, but for the concerns of every other sentient species.
If our Lord Brethik seemed arrogant in private negotiations, this was only because we were forced to puff up our chests and pretend towards might, lest they simply consume us outright.
However, it is not my intent to convince any species against the Hierarchy, simply to rebuke their demands and offer no agreement which does not include the fair sovereignty over our home system and a reasonable distribution of border planets. In fact, we could provide further evidence of many wrongdoings by showing encoded communications, however we will not betray the diplomatic privilege of sovereign powers to conduct private negotiations, as they have. It is not our intent to make them suffer for their youthful mistakes. We only seek a fair distribution of systems and planets.
Our proposal is fair. We do not expect the Hierarchy to accept a fair deal.
We ask that if they refuse, or have not agreed by 2406, all trade and research conduct be cancelled with the Hierarchy as they rely heavily upon their trade goods and trade research in order to continue their aggressive and expansionist methods against their neighbors. Without this support they would be equally unable to continue their warlike ways.
