It is apparent that further statements are necessary to press our point, and counter more misinformation by Oligarchy officials.


Given prior acts by the Oligarchy leadership had been to attempt to retroactively justify their initial act of violence by trying to force a falsehood from our side, and declaring war of aggression on the the Hierarchy, I am unsure how this would com. After their attacks had failed, and our own counter-offensive began, they then attempted to declare acts of blood upon millions - during this time it was considered reasonable to display such diplomatic records.

It is for that same reason that my own thoughts and comments were displayed as well; I can admit they may not portray ourselves in the best of light, but they show the truth at the heart of the matter - and that is what is important in this matter - until the unwarranted and unwarned attack we have aimed for communication and negotiation. The Schism leadership however have attempted to use such an argument to blame us for their own decisions, in particular the old order, but unfortunately it seems the new order as well.

This comment displays the two-faced nature of the Oligarchy leadership in their prior diplomatic relations, and shows no contrition on their part.



I would be inclined to mention that our statements thus far have been in good faith with all parties - whilst some negotiations may be considered tense, we have at least attempted a modicum of consistency in our positions. Declaring the Hierarchy leadership as manipulating truth, when much of the official discourse of the Oligarchy leadership has shown to be very creative with it, is also not a productive line of argument for the official speaker.

Furthermore, it is difficult to claim the Hierarchy is to blame for all things when the Schism has deliberately shielded itself from further communication. In fact, our current hold on activities is only in place with the existing civilian and military order in orbit, as they are the only organized group we could contact, a group that has already breached the terms of the ceasefire by both not sequestering new civilian craft and breaking their statement of halting industrial expansion.

Our security is paramount - unlike the Aalien Empire leadership, the Schism leadership have proven themselves a extremely hostile to us, guilty of both planning and committing to pointless war that has done nothing but cost lives. Our proposal for peace create the conditions for our security, finalises borders, and provides temporary resitution agains the damage and costs borne of this conflict.




It would seem that thinking would be flawed - after the hostile attack, and declaration of war, we attempted to start the process for peace, before the conflict escalated. There had been some willingness at that time to reduce industrial output to coordinate with the Schism, but the last requirement was rejected outright - the requirement that we actively participate in the Schism deception that the conflict was due to our actions by emitting a 'public apology'.

It was at this point the peace negotiations broke down, and the war continued - the sacrifice of many of my people on the counter-attack upon Schism war production had significant success, though they were destroyed. It was at this point the Schism military attempted a counter-attack into our home system, when the rebuilding of our forces was apparent. It was at this point, when the offer on our side for a ceasefire was made during the year 2404 - the requirement of the truce was that fleet was to withdraw to a remote location.

Originally it had been our intent for Borot, though admittedly it was not stipulated sufficiently. Yet even the case of withdrawing to a remote location was clearly not being held to - the fleet was withdrawing to the Schism homeworld, where it would do nothing but resume the cycle of warfare. The return stroke stopped this from occuring, and took temporary hold of Horgu, to freeze the conflict. If it had been our intent to permanently destroy all Norak orbital settlements, then we would have continued the conflict; instead a ceasefire with the remaining orbital elements was declared in the hopes the Oligarchy leadership would respond to peace offers - instead there has been silence.

Of course, such discourse can be officially listed, in full 'unacceptably pornographic nature', if desires.




Our "volitility" must so much worse that we engaged in negotiations with the clear aim of organising permanent borders, agreements that we were prepared in good faith to prevent the dragon of large scale expansionism spilling into our development plans.

The only one proposal that was rejected on our part was exclusive transfer of Isolde to the Oligarchy, as opposed to the prior agreement for mutual sharing, for the possible sharing with the local Hegemony - it was our opinion the system would be better suited to tri-development, with the Hierarchy territory consisting of the worlds native to my people. No other proposals were put forth by the Oligarchy leadership pre-war.




If the Oligarchy leadership had been so concerned about this, then further negotiations would have provided the greatest benefit - there was not even a glimmer of protest, and in fact the Oligarchy leadership gave systems preemptively. The only serious discussion to changing borders (after the initial agreement) was us to offer compromise proposal for all parties in Isolde, rather than stripping ourselves out. The Oligarchy members chose instead of airing potential grievances or discussion to gamble on a war

This is something unlike our relations with the Aalien Empire diplomats - there was a clear motivation and intent, and that allowed negotiations to proceed quickly.



One could also make argument on how this new stance on systems unconnected to the homeland compares to the final territorial demands of the Oligarchy leadership during this war when it was thought they held the upper hand -this claim now extendes northwest far beyond the 'connected systems'. Furthermore, there had been no attempt to negotiate this, or even mention a problem until after the Schism had stocked a warfleet in our home system and then declared war. Yet again, a position unlike that of the Empire, which had at least made some of their grievances known.



What blustering? If there is proof for this pre-war relations with us, not to mention the insinuation that large military forces were ever present in the Norak core, it would be key to display such evidence - yet that will not be forthcoming, given the lack of such material. I will admit there was a number of individual Scolot exploration craft refueling to continue their trek east and south-east, to encounter other foreign states

The Empire may have had issues with some of our ships being present on a transit node in a border system, and minor ship movement, but that is still both understandable, and can be seen from our record with their diplomats.



I would presume if they were communicated with, they would mention that we had a commitment to negotiation, and extensive efforts to negotiate an agreement.

Yet again, I would ask for this proof of major warship movements to be displayed - what major combat fleet has made the long voyage west? Even though the treaty signed does not require an official comment of military emplacement, in the spirit of the agreement we provide information of major new ship stationing in Videtti, given the inability of mutual border surveillance in this case.



The primary method of operation was to organise permanent borders; some explorers were overenthusiastic, relying on negotiations to settle borders, rather the pre-emptive discussions, but that had been resolved. We did maintain claims to the systems, but due to negotiation that has been settled to preserve the interests of both parties in the region.

Again, and again accusations are made regarding our own diplomacy - what proof of this is there? The movement in Posara was part of a general effort against another forward-placed fleet; Empire forces were massing, and our own counter-force was emplaced to eject further buildup. The start of negotiations helped both sides to defuse the situation, with both forces now remaining at mid-point defensive positions.



Thus far we have had positive relations with most other local powers - as some other foreign diplomatic staff may say, we push negotiations, but this is in order to achieve the hard core of a permanent agreement. Once made we generally hold such treaties as long term agreements, to be thrown away without thinking. We of course allow for continuous negotiation, but hold prior agreement as the default arrangement. Such would have been available for the Schism government, instead their intent was to use our efforts to establish a long term border agreement to be used as a delaying method to while they assembled a vast fleet against us.



A 'fair' deal that involves rewarding the actions of a hostile state that has shown no repentance for unleashing a costly war of attrition with no evidence on their side to a plan for massive hostile action against all border states, instead of returning negotiation? A 'fair' deal that allows it to rebuild for a third potential strike? A 'fair deal when even the ceasefire has been broken by industrial expansion on the part of the orbital groups in Praxis?

It is interesting the Oligarchy leadership can still receive communications when our own diplomatic efforts are blocked. Yet again our own response to forward deployed fleets of other powers is portrayed as an utterly malevolent act.


If this was the case, then attacks would be commencing now. Instead we are holding off; the craft are to be impounded until an agreement is made, and not used unless permission is granted.

Furhtermore the Ceasefire was only with orbital groups; surface based diplomats have been impossible to come into contact, rendering moot any hopes for in depth negotiaitons. We also made it clear that our forces would not leave the Schism to rebuild their forces - such would simply extend the conflict. The orbital Norak groups also advised they would not build any more industrial plant.

"they have no plans to make more shipyards or vessels and none are in the works, given that the last orders they received were to stand down all warship production until further notice."

Our requirement regarding civilian production was simple;
"civilian shipping may continue to be produced, but move to Praxis 12,0 while waiting for negotiations to be completed. This includes colony ships."

Given the status of the Schism, we had not protested the single mobile craft building economic platforms, but the addition of more industry, and the building of another presumably military platform in Emerata. If such had been advised of local military authorities first, then a discussion could be had - instead it was not.

The Hierarchy has broken their non-aggression treaty with us.

We shall be forced to hand over all our industrial infrastructure if we do not comply. Instead we shall be scrapping it as we refuse to hand over any materials to their people. If they still choose to invade, it will prove their intentions, which for some is not already blatently clear.

Perhaps in time we will recover the scrap materials. At least the crews will be saved from being forced to build devices that would be used against their own people.

The ceasefire was predicated on the comments by the existing orbital groups that no further industrial expansion. Furthermore the ceasefire was not made with the surface leadership, as we have not had not been able establish contact with them since the return entrance - surely the good foreign ambassador of the existing clique is not claiming that we should force the existing leadership to negotiate with us? Unless of course this is another ham-fisted approach to goad other parties against us?

Furthermore, the request was not for the entire industrial net; only the newly constructed mobile platforms in Praxis, the new platform built in an Emerata nebulae, and two heavy industry platforms that were building said mobile platforms - such was made clear in the proposal to return to said ceasefire, and the mobile platforms would be impounded, not building further assets. If said platforms have been removed, then such is sufficient for the return to the prior ceasefire, made with the existing orbital leadership.

Unlike the current and prior surface leadership our position is clear in private and in public, and we have not attempted to dupe foreign entities into supporting the aggression of others. Given the lack of evidence presented on the part of the Oligarchy leadership, or elements therein, it is clear that they have no remark to us except insinuation.

We produced no shipyards in Verdanits as per the agreement.
Given the crash sale of new mobile yards, it would seem the Oligarch abroad has an incomplete overview of the Praxis region.

We would not withdraw the fleet for security reasons; however the formation of a forward fleet from the Imperial Hegemony would forms a suitable stabilising presence to allow a staged withdrawal. This however will not reduce the necessity for the orbital or surface Schism groups, if contact is available, to not engage in industrial expansion or military enhancement.
