In certain systems there is the odd planet with a small Stonehenge icon and a description "detected advanced tech/ruins of a long dead civilization on this planet."
Is there any real significance to these worlds? If so, what must be done to activate any possible benefit that can be accrued from such planets?

The planet must be colonized. It will give you a random technology.

In SEIV it could give you some preeeetttyyyy awesome tech, but I don't know how it works in prop

I haven't checked but in stock you could also get 2 "ruins only" techs. They were pretty underwhelming, one was a massive engine deplete that could only shoot once per combat, the other was a massive shield deplete that could only be shot once per combat. They may or may not still exist in proportions, I haven't checked.
