For the third time the Hierarchy has betrayed a non-aggression pact against us. Perhaps this is our own flaw, in believing that they intended real peace-talks. Whatever the case, they prove themselves, once again, as tyrannical and unable to conduct themselves in a responsible manner.
They assaulted two unarmed vessels, and sent a suicide scout vessel against our homeworld to gauge our defences. They have moved 300 ships into our system without cause.
Be warned by this lesson with with.

In an open message to all autonomous Edifices of the regional gravitational collection of stellar objects, the Universal Edifice wishes to protest the recent news of a Keshek siege of the Norak Homeworld. Forcing the Norak to disarm as a condition to an armistice, while building up a huge fleet for an assault, and then taking advantage of said disarmament to lay siege speaks poorly of the Keshek Hierarchy's trustworthiness as a partner of peace and stability. Their leadership should contemplate gravely how its recent actions will affect its reputation and future relations.

The Assault and Blockade of the Homeworld of the Norak Schism is in direct defiance to the last public agreement broadcast to the intergalactic community. The Aalien Empire would like explanation behind these attacks. Your answer will determine how the intergalactic community views relations with the Hierarchy.

We are now at war with the Hierarchy, again because we would not succumb to their oppressive threats and attempted subjugation.
They have cut all communications with us and have begun a systematic deconstruction of our few industrial bases. While we are able to prevent an invasion from landing, their prolonged bombardment was not without the destruction of all our shipyards, including a D'kali Embassy. Were it not for increasing our shields greatly in the last year, they would have boiled our ice world with the thousands of missiles they used to bombard our world.
We suspect that the last two years of constant diplomatic delays, under which we suffered rampant overpopulation and stifling lack of industrial development, they chose to use this time to build their massive fleet and then construct the many troop invasion ships they now host. This requires planning and an intentional desire which proves their longstanding ill intent. They are greedy for our world, and we refuse to surrender it.
While we will hold out in our shell. We ask that, if nothing else, the many other honourable species of the galaxy, sanction trade with the Hierarchy until their attempted subjugation of our planet is ended.

I am Herald Khriss, speaker of the Archon, and I will address this matter.
The station that is in question was not known to the Archon until it was spoken of here. However, the Kehsek have conducted far greater insults. They had just cause in defending themselves from attack, and retaliated in kind. They have broken sacred oaths of by disclosing letters meant for leaders to all.
Greatest though, is the sacrilege of offering terms to a defeated foe, terms that were ready to be accepted, and then attacked once more. The Keshek cannot be trusted at their word, and thus none of their trade, ships or people will be permitted in my Archon's lands.

As we have heard no reply from the Hierarchy as of yet their continued silence is evidence of their culpability.
As such, we are suspending any further trade relations with the Keshek Hierarchy and encourage all Empires to do likewise. Their actions are an affront to the intra-galactic community and all those involved in legitimate diplomatic and trade relations.

*General broadcast to all Empires* We of the Goetian Vision find this situation most dire. While We respect the Right to Conquer, We do not respect the Right to Exterminate. Such actions can only lead to loss of culture and intelligence. As such, We have broken our trade treaties with the Keshek Hierarchy until such time as they remove themselves from the Norak worlds. It is one thing to conquer a race. It is another to exterminate.

It should however be noted the armistice was originally broken on the part of the Schism state, due to the reindustrialisation attempt. In addition, our force was built up primarily during the pre-armistice period - if we had continued major military construction during this time then a much large force would have been in evidence. Instead, as it had been thought peace would be quickly established, we engaged in civilian works. This however did not happen, due the the continuous demands for our fleets to leave Praxis. After the Hegemon fleet entered the system all combat assets left I am Herald Khriss, speaker of the Archon, and I will address this matter. It is not much of an embassy if directly controlled by a foreign power, is it not? I will again reiterate; if we had planned for resumption of major military activity, then we would have assembled a larger and more advanced combat force. I propose an immediate cease-fire followed by negotiations mediated by a neutral third party. As I have a high level of relations and trust to both the Norak Schism and the Keshek Hierarchy, I offer myself to mediate.

These are lies, spewed by the mouth of one trying to backpeddle now that the first wave of their invasion has met with some resistance due to our planetary preparations. We agreed to everything they offered under the guise of their 'security' needs. Then they cut communications and spent the last three months ignoring our attempts to renew negotiations. The one exception, concerning homeworld military production, was that they demanded we never build any military again, permanently, while they would be permitted unrestricted construction and standing forces. Such a deal is tantamount to vassalization. Instead, we offered to restrict production for two more years, totalling five. Alternatively, we also offered to arrange a mutual arrangement where both Schism and Hierarchy held zero standing ships, or a set number. Instead of refusing, counter-offering, or considering, they invaded.

We thank the few wise species who cancelled trade agreements last month and ask for others to join in their efforts and to break off trade with the Hierarchy. The vile green serpents have again blockaded our world this turn and caused near starvation of our citizens who daily wonder if power and krill will be available to them. How long will this tyrant be allowed to continue to attack us without repercussions?
