2) Made moot by Item 1.
3) Rischa, Libra, and all systems east in the southern cluster will remain the sovereign domain of the Solvani.
4) Syrma and Pagora will be the domain of the Master System, but with transit rights for D'Kali and Solvani ships. The Solvani may settle Pagora I and Pagora III in the future. Rights of passage through D'Kali and Solvani space by the Master System will be negotiated on a case by case basis, if needed.
5) Pyxis, Akiri, Vilius Sepentus, and Kestra will be open to development and settlement by Master System, D'Kali, and Solvani on a first-come basis.
6) The Master System will cease development of Mirach and Xevious unless previously negotiated with the Goetian Imperium.
7) A Treaty of Military Alliance will be signed between the D'Kali, Solvani and the Master System.
8) The Master System will maintain no more then 10 orbital shipyards of whatever quality over the Central Core.
9) There will be no slander of any kind between the D'Kali, Solvani, Goetian and the Master System.
10) The four southeastern powers should enter negotiations to form a defensive alliance against foreign aggression.
