The following is public notice for all interstellar autonomous entities:
Be it resolved that the galaxy is a potentially dangerous environment full of perils and potential aggressors,
And be it further resolved that peace-loving and friendly political entities should provide mutual assistance and aid to each other in times of need,
Representatives of the Thalon Empire and the Universal Edifice have agreed to deepen their mutual ties create an Organization of Allied Systems & Intra-Galactic States (O.A.S.I.S.), with an emphasis on cultural and technological exchange. A closely related agreement to O.A.S.I.S. also being signed is known as the Kollective Entente of Virtue, Interests, and Non-aggression (K.E.V.I.N.), with the following clauses:
• Should one party find itself attacked by an external aggressor, the other signatory shall commit itself to open war with that aggressor in league with the attacked party. The two shall fight as allies as much as possible until a common peace is achieved.
• Should one of the signatories commit to starting a war with a third party, however, then the other signatory is not obliged to join it in said war, but may remain neutral if it so wishes.
• If required to commit to participate in an armed conflict in order to uphold the defence treaty that all controlled space and physical entities contained therein (planets, warp points etc) are considered territory of the "alliance" until the conflict is resolved.
• Any assets seized from enemy powers will be equitably distributed between both Empires only after both signatory members are fully indemnified for any losses incurred. Such a distribution will reflect both the losses and contributions each respective member made to the defensive war, to be decided by a joint committee after the conflict is over.
