While the Consensus has established a galaxywide policy of trade to promote peaceful coexistence We cannot in good conscience abide by it when open warfare rages between civilized species. Life should be held in utmost regard and thus participants of a war shall forfeit any trade and scientific exchange treaties previously agreed upon with the Consensus until the conflict has been resolved. That is, unless one side is clearly the aggressor, in which case the aggressor(s) alone shall be forfeit of tradeing with the Consensus. The determination of aggressor status will be up to the Consensus but evidence, for or against, is naturally accepted from every possible source. We hope this will foster the way of compromise over petty squabling over miniscule pieces of this vast universe and, in a small way, help prevent the escalation of these recent small scale conflicts. We also encourage other species of the Galactic Community to implement similar measures. To reiterate: 1. The Xirtalahan Consensus will unilaterally terminate all trade agreements with participants of a war until the conflict is resolved 2. In case of clear aggressor(s), only the treaties with the aggressor(s) shall be terminated 3. Aggressor status is determined by the Xirtalahan Consensus according to presented evidence 4. Possible warning period before enforcement of the policy at the discretion of the Xirtalahan Consensus (OOC: I hope I still have some trade going on within a couple dozen turns Also, I'm not too keen on scouring the Universe for these conflicts via the Game Engine, especially wrt aggressor, so post some cool s*** on the forum if you want to see your galactic neighbourhood bully losing some trade revenue )
