Just mere hours ago, after signing a long-term peace agreement, Kortl warships deliberately and utterly without any provocation swept down and simultaneously attacked both a Dominion colony ship in one system, and a Dominion mobile construction ship in another. Both ships were totally without any military escort and were destroyed, with a total loss of civilian life being 1,005,466. This attack happened not only after a peaceful border dead was agreed upon, but also after the Kortl Society promised the warships in the area where there solely to protect their own colonists.
The Dominion demands an immediate explanation from the Society for this senseless and treacherous butchery

The Kortl are aware of a small firefight with smaller elements of the NCII taskforce. Roughly thirty thousand Dominion citizens were recovered from the few life pods we found after the destruction of the colony vessel in question. As the Dominion suggests, nearly one million were dead due to our direct actions. We have recalled the ship in question responsible for the destruction and plan an inquiry into why this occurred. That far out, the return time on transmission traffic can take a few days, and perhaps there was some unwarranted initiative enacted by the captain there to explain things. We had no intention of destroying so much life. We are adjusting our policy to specifically prohibit the destruction of colony and transport class vessels within our space. Since Vega was not in our space, we are prepared to make some reparation to account for the loss of life there.
The construction ship, however, was clearly a transgressing of our closed borders - which we had emphasized the month earlier in our borders statement. Even in our NCII pact, you relented claim to the Dusseldorf system where the construction vessel was busy doing something it clearly had no permission for. That captain has not been reprimanded for his actions destroying that vessel, although he was ready to admit some guilt for executing our new closed-borders policy without consideration for leniency.
We are still new to intergalactic affairs and expect some bumps to occur here and there, we hope you won't hold that against us.
Nevertheless, we will shortly be eliminating the remaining vessels currently gathering fleet movement intelligence within our closed systems, unless those vessels are handed over to us immediately. If they are transferred to us we shall return them to your space. This goes for the trespassing ITCo vessel, Fox 1, as well.

Given further troubling and embarrassing news of another conflict in NCII this month, the Kortl have determined to withdraw all forces from the cluster for the remainder of the galactic year, until things have cooled down.
