We wish none of this had happened. We would rather avoid unecessary waste of life and resources. However, since we have been victims of aggression and are merely taking actions to protect our own citizens, we feel any responsability from these deaths must be placed upon the heads of those that irresponsibly initiated the war. Among our own people, there is no war. We are used to settle questions without direct violence. However, violence, and the resulting harm and death, is the only possible answer to physical aggression.
Any facility used in war is a valid target and will be destroyed if used to harm us. If you send civilians there, you're the one responsible for their deaths.
As a side note, the Darkstar used the remnant of their fleet to destroy a small sethulkra raiding party that had ran out of fuel while in their homesystem. There's no merit in killing an unarmed man. Had those ships any ammo, the braveness of your crews wouldn't matter much. They would be at this moment, with memories and all, floating in pieces around the wreackage of your ships. Worry not, the cavalry is coming. Our peace offer stands.

Sethulkra Hive and the Darkstar Alliance appear to place little value for the lives their own citizens, not to mention those of their enemies civilians.
