With the recent movement of 12 Amarri warships into the Chi system which again threaten our mining operations there, the Empire's commitment to peace is once again in question.
Because of this new provocation and the continued build up of invasion forces on the western ITCo-Amarr frontier, the Solvani Imperium must:
1. Demand that Amarri forces immediately stand down and return to their own territory;
2. Reiterate our insistence that the Amarr Empire and their Kortl allies renounce any invasion plans and pledge they will not launch an invasion of Aquarii or any other ITCo system;
3. Reiterate our urging that the Amarr Empire sign the peace treaty offered by the ITCo, and;
4. Demand that any ships, satellites, and stations be removed from Solvani systems immediately. This includes Epimetheus, Ulaanbaatar, Kingsbridge, and all other Solvani systems.

The Kortl had a liscened vessel observing in that sector last month in order to primarily observe any ITCo attacks that might stage through that space. We had even arranged to keep the vessel there, after speaking with you. Yet, the ITCo destroyed this vessel denying our ability to prevent or observe Company fleet movements upon Amarr space. It is likely the Amarr perceived that as a threat and suspected, as we did too, a tactical shift of force to stage through Chi, and make a further attack on the Amarr homeworld. Moving only one or two ships in to observe would be foolish as the Company still has a few ships there which are continuing to attack and destroy unarmed vessels. In order to protect any potential observation there, a tiny fleet is likely required.
We should probably arrange some mutual agreement to permit monitoring in Chi, in order to nail down a meaningful ceasefire here.
A ceasefire between the Kortl, Amarr & Company - but since it is Solvani space, it is you who will set the rules of the conversation here.

The Solvani proposal to make Chi a neutral buffer system has been on the table for quite some time as the Society well knows and has long since been agreed to by the Company. To date, the only response from the Amarr has been to again move a fleet into a threatening position in the system.
Our permission for the Kortl Society's observer continued presence in Chi was contingent on the acceptance of our ceasefire proposal, which was not accepted: Solvani: "Assuming you have no further vessels in our space and that our proposal below is accepted by the Consensus and the Amarr, the ship in Chi may stay." Furthermore, we do not have direct control over Company Constabulary vessels, and can only assume that since the Kortl-Amarr have admittedly persisted in attacking Constabulary ships withdrawing from Amarri space, the Constabulary felt compelled to destroy Kortl and Amarri spy ships NOT withdrawing from their own bordering systems. Against the counsel of many Solvani in light of continued Amarri-Kortl prevarication, I continue to offer to demilitarize Chi and create a buffer between the ITCo and the Amarr. The Amarr must removal all their assets from our space as demanded. We insist that the Amarr Empire and Kortl Society immediately stop delaying in agreeing to the ceasefire yet again proposed by the ITCo as we now believe these delays are meant solely to further preparations for an invasion.
