---c. 2407 on Xirta---
"Our long and arduous Exile is at last over. The latest news from the galaxy and Western Quadrant in particular quarantee that We will be listed to. It is time to rekindle the old ways...", remarked Xalvasuri, the lone remaining original leader of the Keepers of Xirta. Of course new leaders had arisen during their long time outside of the Consensus, but none other had the prestige bestowed upon them by the honor of having taken part in the civil war that had befallen the Xirtalahan species so long ago. In many ways there was no alternative to his ascension, infact, without him, the reappearance of the Keepers would have been highly unlikely indeed. No one else could have kept the various cliques together until the exploration of the Void began several cycles ago. Since then, everything had changed.
"Many in the outlaying worlds are frightened! Constant encroachments by species of violent nature have left Our brethren insecure in the new worlds We have discovered and what has the Council of Valgus done for them? Nothing but words! Attempting to remain neutral has been a continueing fools errand and rejecting the NEED for strength is unacceptable. We must embrace strength, as others have done, if We are to survive as a species in this new age. Rather than insist upon feeble ideals We must ensure Our own needs when forging new alliances. And this declaration of non-aggression? Who can claim it has had an impact of any kind? War still rages and attempting to influence both sides of a conflict simply results in both sides to ignoring us. Or worse. This cannot continue... We must step forth before it is too late."
Of course this was easier said in the confidence of other Keepers as they had their own way of thinking. Sizable parts of the Consensus had to be convinced before Keepers would once again be allowed in positions of power but the momentum was clearly shifting. Constant news of conflict and especially the repeated unsuccesful attempts to garner peace between others had shaken the Consensus' trust toward the Council of Valgus. New ideas were obviously more acceptable now that just a few cycles ago...
