A message from Kazarak-dui, leader of the Dominion mission established on the Gryphonic Homeworld:
Now that our embassy has been firmly established, we wish to make use of this commons and propose an accord with our friends and enemies alike. The Dominion would like to propose a general accord in which all signatories would agree to avoid as much as possible the destruction of planetary settlements by orbit in times of war, but rather commit to deciding ownership of colonies by glorious ground combat.
Thus, the Dominion will agree to try whenever possible to avoid destroying enemy colonies with signatories via orbital bombardment if they have either have more than 30 million sentient inhabitants.
Should any power wish to sign the accord, but wish for a higher or lower population number than the one listed, the Dominion will consider signing a bilaterial sub-accord to that effect.

'The D'Kali Hegemony fully supports the Dominion in this; Neither warrior nor slave should ever be subjected to the dishonor of obliteration from orbit, without given attempt to defend themselves on the field of battle. Likewise, there is no honor in such a victory, when cannon and missile does work meant for blade and rifle. The Hegemony will go even further then the Dominion's threshold, and vow any planetary colony would be given honor of facing D'Kali troops before any deliberate bombardment

The Kortl send notice to the collective mission in Triarchy space, that they too agree to the Dominion proposal. Although the kortl would prefer to formally agree to something with stricter wording than "whenever possible". An agreement with a bit of teeth to prevent mass murder of non-combatants might be in order.

The Solvani Imperium assents to the Accord of Kazarak-dui. The Imperium however would suggest no arbitrary limit on the population size, and suggest that all populated planets should be free from indiscriminant bombardment.

The Sethulkra consider that war is, ipso facto, a state of lawlessness. We believe no sentient being can be reasonably expected to accept restrictions on actions intended to protect its own existance, since no punishment can be worse than death. Such law is unenforceable and ultimately useless.
That said, we consider it a terrible waste of resources to use unnecessary orbital bombardment. While we recognize we have an extensive history on that, including the recent death of almost 2 billion tau ceti life forms, it was motivated by a desire to avoid loss of life and waste of resources on our side.

By ''as much as possible'' the Dominion means to acknowledge that largely due to accidents, it is virtually impossible to always avoid colony destruction. As such, the Dominion intends to interpret this phrase as signaling that it will generally not hold another party in violation of the accord if a meaningful attempt was made at landing troops.
The Dominion now officially considers itself bound by the accord with regards to the Solvani Imperium and the D'kali Hegemony, with the population threshold for necessary ground combat in these two instances being 1 million sentient inhabitants. For the Kortl Society, the Dominion considers itself bound by the accord at a colony population threshold of 30 million.

The underling of one of the many Kortl ambassadorial staff attending the Triarchy mission, submits a note to the various species present at the conference and transmits it to those not in attendance.
The Kortl declare and recognize the Beta Accords, and pledge to hold by the ideal of the accord and not destroy any colony "as much as possible" of any species, regardless of their agreement or not, excepting planets smaller than thirty million in population. It is worth note that every planet in Kortl control currently has greater than this number. Also of note is that even where other species have not pledged this we will conduct ourselves as responsible galactic partners and hold ourselves and our various fleets accountable to these accords. The deaths of more than thirty million, or even a billion, is simply irresponsible. Stratagems should be able to be drawn without such tolls of death. Excepting of course exceptionally belligerent populations which refuse to surrender in a reasonable time. Genocide of a home-world being the exception to this rule.

Last month, the colony of Bujuknazi, inhabited by more than 38 million Dominion subjects, was deliberately and without provocation completely destroyed by a Kortl fleet via orbital bombardment. The Kortl fleet was not equipped with any troop ships or auxiliary units. The colony itself was not defended save for a minefield that had been placed in orbit. The Dominion considers itself no longer bound by the Beta Accords in all future dealings with the Kortl Society.

Given the massive depopulation of the other species the Dominion had warred with and your complicity with the hive menace and their destruction of billions at Tau Ceti, we know that the Dominion had no intention of honoring these accords. Their subjugation and enslavement of the Diamond and Tau Ceti species proves their inability to act as a responsible curators of species. Our analysis reveals that eliminating certain worlds will result in a net zero-sum of life loss in about 7 years, given the reduced capacity for the Dominion to endanger it's own species lives. You could say we are doing you a favour.

"The Kortl have proven that they obey treaties at only their own convenience, dealing only in lies and dishonourable pacts! They act as agents of Xorai himself, moving as pawns of the Great Deciever! As such, the D'Kali too will show the Kortl as much respect has they have shown the people of the Dominion"

The Sethulkra have never joined the Beta Accords and the Dominion is in no way responsible for our strategy or conduct of operations despite our sharing of intelligence and occasional industrial and research cooperation. The attack on the Tau Ceti was an answer to their invasion attempt on Bursaru.
The Kortl excuse is completely empty and is evidence that the violation was not the act of a rogue or careless commander, but a deliberate order from the top.
