A session of the Council is called at once by Lord Xiril, the D'Kali Herald pacing as he waits for the various delegates. When all are assembled, he nods to one of his servants to bring up a map of the Dusseldorf system.
"I have much business to attend regarding what I am bringing before this council, so I will make this brief!," the D'Kali growled. A claw pointing back at the map, towards the small orb of Zarrazuma-bur, his lips curled. "This Zabéaran colony world sits on the frontier between the Kortl and the Dominion. They have graciously been host to a small fleet of D'Kali ships that had originally intended to raid Kortl holdings"
"Since severing trade with the Hegemony without provocation, as well as laying claim to our sovereign territory in the galactic north-east, this fleet was sent to show the same disrespect to Kortl borders that the Kortl show ours. However, the Kortl made an offer of...peace. Upon seeing our fleet and knowing how seriously our people take our territory, Jorvik of the Kortl Admirality offered that if our fleet withdrew, they would rescind their claims on D'Kali space."
"Despite the military gains we could have made, the Archon agreed, and ordered the fleet to hold at Zarrazuma-bur until the Kortl territorial beacons were deactivated, and we told the Kortl that was exactly where most of our fleet would stay, honouring the agreement."
Looking back to the Kortl speaker, Lord Xiril snarled and jabbed his clawed hand toward him. "But then your people are without honour, Speaker! Your ships first attacked transports that were already moving to withdraw, and denied all the warriors aboard a glorious death in battle, before falling upon a Dominion port!"
"Let this whole chamber know that the Kortl failed to destroy any further D'Kali ships, and instead lost all of their own; their officers were executed and their crews taken. I come before you that you know the truth of Kortl duplicity! Until reparations are made and the Kortl begin to truly commit more then words to respecting the Children of Kalisa, there will be no more amicable agreements between us!"

While we hold no animosity against the Kortl and consider them friends, we cannot abide border violations. Individuals responsible for irresponsible behavior such as this would have been dishonorably released from their positions of authority and tried for their crimes, if it were us.
We would like to hear the Kortl as for their reasons.

Your ships invaded our territory "without provocation" attempting to sneak attack our colonies from within a nebula. When we challenged you about it, you made a pretense for being there, which we accommodated for, relenting decades old claims on some distant and unimportant space. However it seems a very small number of captains, having previously been given orders to destroy the offending ships chose to ignore the new directive to await any further attempt to breach our space.
While it accounts for a small breach of conduct, if you are threatened by five vessels, perhaps you are even weaker than we sense. Your fleet attempted a cowardly invasion through a nebula, rather than declaring your intentions or coming at us openly. Your admiralty dishonored your species through such cowardly tactics, and then fled when we exposed their plan.
We congratulate you on your victory, but we are disappointed with your species, one we thought had honour enough to not hide beneath the skirts of another empire, or attempt a sneak attack under cover of nebula.
And you wonder why we break trade? You are simply not to be trusted, so we could not advise any of our vessels to risk entering your space.

Lord Xiril's lips curled at the Speaker's response, a low growl rumbling in the back of his throat. "I have already stated that our ships were headed for your space when we turned back! I did not hide this fact. The Lords who were leading their fleets knew you could likely see them in the nebula, the route was only chosen so as NOT to involve the Dominion in Dusseldorf!"
"The provocation was the insulting claims you made, and that Herald Khriss protested, on our space! We took you at your word that those claims would be withdrawn and the Archon thus ordered the raids on your territory halted. Those nobles looking forward to glory and spoils were not pleased with this command, but unlike your Admirality, my Archon commands enough respect over his vassals that we OBEY when he speaks! It is a weak leader indeed who cannot have his men follow an order so simple as withdrawal, Speaker. And if that is the truth you wish known to this Council then so be it."
Xiril leaned his bulk over the table, his arms tensed and corded with muscle as they made the table creak and groan in protest. "It was not the D'Kali who laid claims to YOUR space. It was not the D'Kali who broke off trade without reason OR explanation. It will not be the D'Kali to believe any more of your lies, barren tribute."

The Kortl Ambassador blinks twice and shrugs.
"What you suggest is convenient, considering how your fleet currently sits in a system we partially own. You claim as to desire not wanting to involve the Dominion, but your fleet had to travel through three sectors controlled by them before reaching our space. We doubt the sincerity of your reproach. We also suspect that had we not notified you that we knew your ships were there, you would have kept on your attack and started a war. One which our standing fleet in that system would have obliterated. We sought to avert that and gave notice."
"However, now we are an impass where neither seems to be able to trust eachother. This matters little for us as we are not capable of invading you as we have no border-agreement with the Dominion where we could move ships through their space to attack you, even if we wanted. However, it seems the Dominion is willing to turn a blind eye to fleets moving through there space towards us."
He shrugs again.
"Think what you will, but we can declare here, before the other species, that we will not attack you unless your ships enter our space."

The ambassador from the Gryphonic Triarchy had been listening to the exchange with his eyes moving from one party to the other. As the Kortl member finished speaking he stood and clicked on his voice caster. "Fellow council members, what it seems to me is that there has been a misunderstanding of rather large proportions here. D'Kali, Kortl, I would like to make the following suggestion to you both. From what i understand the D'kali were leaving as requested when the...incident...occurred. Kortl has insisted that this was not intended but instead was the actions of their men, who..to be fair...have already paid their penance. At this time this incident seems to be resolved. All this...shouting and pointing of fingers will only be for dramatics. Lay this arguing to rest for now. The D'kali are leaving the system as requested and so Kortl should be satisfied. Any further actions from either side will mark a violation of the trust that being on this council should bring. I only speak for my people but i call to other council members to affirm with me. Should either side of this complaint begin violent action then we will take steps to penalize them as fits their infraction. Let this issue rest, friends. Neither side meant any true aggression from what i can see." With that he sat back down and looked up at both parties impassively.

You are wise, Gryphonic ambassador. We too agree that this need not lead to greater bloodshed, although we would request that the dominion stop enabling their aggression in the future by, through inaction, permitting their warfleets to resupply and refuel at their planets. Without the Dominion supply lines, no invasion is possible.

Lord Xiril kept his snout limited to a snarl as the Gryphonic ambassador spoke, though did relieve the table of his weight some ways through the ambassador's speech. His eyes narrowed and flicked his tail as the Kortl finished.
"The Kortl have paid in blood for the loss of our warriors, this is true," he growled. "And they have withdrawn their claims on our space. I will relay this to the Archon as well as your proposal, gryphon. Also know the insult that the commanders of our ships felt at this attack, and they may not receive any new orders from the Archon before they take heir vengeance on further targets."
With that, Xiril turned from the table, his long tail darting around to thump at one of the supports. "In the interests of my own honour, I will send my transmission to Kalisa at once, and leave one of my retainers here for any further discussion," he called over his shoulder as he left the room

Several weeks later, Xiril storms into the council chambers with a snarl and slams a furled vellum scroll down upon the table hard enough to crack the varnished surface.
"Listen all of you and listen well. The Kortl have attacked Diamond-iz and several other Dominion colonies without warning! While the Kortl and D'Kali were privately negotiating a more permanent arrangement to keep the...peace, the Kortl were only buying time! With this TREACHERY, the D'Kali Hegemony, by order of the Archon Rakx and his Herald, declare war upon the Kortl"

The Sethulkra have ceased trade with the Kortl untill they accept an armistice with the Dominion.
