OOC: Taking a version of a similar empire I played in a few games, Khizlek returns as a leader - this time 'Archon'. The arrangment of my empire will have similar tags for military and non-military ships, there will be the return of a few IC groups (CEPA/LEPA, several divisions of military).
Out of another game I'm taking the idea of a 'city-system' - each economic system has a capital, and other colonies are treated as either provinces or city outgrowths. The exceptions to this are 'frontier worlds', which typically are under Archon or military control.
Biology: This species has had a long history of tool use lead throughout precursor species. The current Hemtahk showed their ability in swiftly settling most of their homeworld within 25,000 years from their evolution, then swiftly developing agriculture and an early industrial boom only 3,000 years later, though another 1,000 had to wait before the early staged of space flight became available.
Whilst not a frail species, individuals are disinclined from personal combat; the industrial revolution paradoxically increased the size and competence of armies by shielding the harsh nature of war with every increase in range, whilst improved medicine ied lead to several population booms. Extensive deployment of technology is used to cover for inadequacies in coping with foreign environments, yet the rate of these developments are always held back by the need to implement and sustain them.
Society: The society is heavily tiered; though sufficient mobility exists within the population to allow a content population. A vibrant economy is held in place by extensive control functions throughout private and public groups. The society as a whole is slightly cowed by the focus of the group, and a natural prediliction towards pooling resources and information for mutual benefit; this allowed a more stable mood, but also provided difficulty with security groups when trying to limit the spread of information.
Added to this is a strong industrial focus; the state is heavily involved in the construction sector, with new industrial assets being held either by the various civilian outfits or by the new 'Archon Holdings' conglomerate. Foreign relations/trade is jointly held through the Archon and central civilian groups. A current trend through recent history has been for Archons to be more interventionist in nature, promoting centralised development and operations, whilst other large civilian groups have been more interested in targeted ci. History: In a society with a long history of governing bodies, with equal struggles for priority of resources, the idea of a centralised organisation was nothing new - after all the other sizable groups were centralised for their own spheres of control, yet each group could not position itself as an overarching body. The Archon developed from a specialised liaison & arbitrator guild; the benefit of this new group was that it had flexible liaison service to coordinate the disparate governing groups whilst allowing a position of neutrality - however it became obvious early on that it held a powerful position, one that became ever more powerful the more that large organsiations relied on it. Finally, after several centuries of tensions between various states, the largest nations were corralled into a weak confederation with each other, with the Archon as the central arbitrator. Once the economic and security benefits of this became clear it swiftly formed into a unitary state, with semi-independent large government organisations.
The rise of the Archon has changed a number of old groups, cause more specialisations, and integrating the old liaisons within the Archon's office. With this increase in power, civilian groups still push for their own way, but the Office of the Archon now has its own significant budget and acts as a central independent body.
