You likely did not (properly) install the extra map pack that we are using. You can find a link to it in the official announcements page of the forums.

some mods hides planets in storms, but afaik proportions does not so  |

To be honest, I noticed it had ruins on it and was thinking, "Holy Sweet Mother of Pearl!" (No, not realy) "I'm invisible planet tech! I've practically already won the game on turn 2!"
