Quick question.
Just finished my first scout. I went to move it... it has 0/5 movement points. I thought perhaps I did something wrong, or something unfamiliar.
So I started a side game and designed the same ship and built it from the planet. It has all movement points when created.
So then I thought it was based on being built at a starbase. So I built a starbase and then built the ship and it too has all movement points.
Any reason why this ship, newly constructed, has zero movement points?

That's how a simultaneous game works. The ship will move just the same when the turn is processed.

Movement in multiplayer games works a little differently than in single player games. Movement is conducted when the turn is processed, simultaneously with everyone else and is completely based on ship orders. You will not see the ship move during your turn, but can see it move during the turn replay. Your newly constructed ship should have no issues provided you have done the following:
1. You are designing a ship. Bases can't move, units have other issues. 2. You put engines on your ship. 3. Your newly constructed ship has supplies (otherwise the ship will have its movement restricted to 1.) 4. You give your ship movement orders.
After that, your ship should move during turn processing.

Ok! So that clears things up a bit. And... it makes perfect sense considering what I had read. I just I was just surprised that the ship said 0/5 movement instead of 5/5.
So, I can set a movement order, I won't see anything. Next turn I download, I can replay it and see the movement.
Makes mucho sense!
And in that stream of thought, "Show Ship Movement Lines" becomes all the more important!

"Show Ship Movement Lines" is an essential tool in simultaneous (multiplayer) games.

I agree, I use it in single player as well.
