New Industrial Scheme

Over the past years the people of have gazed upon the sky, as all around the new industrial ways have established themselves on the old structures. The centerpiece to this new arrangement has been the galvanising effect the New Industrial Scheme introduced.
The New Industrial Scheme, or NIS was instituted by Alltier Khizlek as a successor to the prior programs of massed construction that defined the recent history of the Exalted Position. At this time there was a wealth of sub-component production, but with the core problems of limited carrying capacity to orbit the homeland would struggle expanding into the cosmos. The NIS was created to do away with these issues, by exporting as much final assembly and fabricating capacity into orbit in smaller groups. This would allow many more orbital ejectors to be built, primarily tether base, where their much lower carrying capacity would be mitigated by the far larger number of orbital exporters. This scheme involved even greater centralised government in the use of heavy industry, with several failing local planetary heavy equipment producers and aerospace firms being welded into a vertically integrated conglomerate. All of this was geared towards the maximum output into the local Lagrange points.
With Hassaen at the helm production progressed quickly, and wit the first wave however has now finished, newer smaller assemblies will be rapidly produced, and the complex has now received significant orders from both the Alltier operations, and CEPA civilian investment groups.
Formal Military Establishment
Current formal structure of the Hierarchy Orbital Defence Force (KH-ODF).
Long had the the people been reliant on the defence of the old CEPA Surface Guard, yet the one major development of the rapidly expanding industrial base is the capacity to support a mobile defence force. This had initially been bitterly fought by CEPA, with the initial construction funded entirely from the Allitier reserves, but at last the official recognition, and allows the military budget to be placed on equal footing with other state programs. As part of this agreement the Alltier continues direction through the Combined Command, a dedicated staff to the overall leadership of the spacebound forces and liaison between branches. The only group not subject to this is the Reserves & Militia - a defence sharing agreement with CEPA allows them to report directly to both parties for defence positions and general status, construction, budget allowances
In this new structure the differing groups will all retain seperate responsibilities
KH-F (Fleet): The shield of the State, the Fleet Forces will retain primary responsibility for major fleet actions, including defence of dedicated border zones.
KH-A (Auxilliary): The special operations group, the Auxilliary staff are used for all special operations, temporary border defence, and surveillance
KH-RX (Research): Designated prototyping and coordinator of new military research, they are responsible
KH-M (Reserves): As in the inner defense force, the Reserves and Militia report directly to the Alltier and CEPA.
Economy
Through Mollok, First Counsellor of CEPA and the Alltier, an ambitious scheme of settlement has begun for accelerated settlement of territory. Already a large portion of the of operators are now assembling a new wave of civilian settlement craft, and the fueling system necessary for long distance travel. The new operator, Outbound. A record number have signed for the settlement of the more isolated regions, though offers for settlement in areas bordering the local foreign groups has been lower than even prior expectations, with major sources of border colonists being from extended military clans and the cult of the Alltier.
Yet this was not all positive news; the wave will involve significant investment in both new craft and infrastructure to support the southern push, who still control the majority of state based surface construction. Already suffering from the increase in funds for development, the state budget is becoming stretched. As a result, the Alltier in this has also been a leading beacon; with his hand a new development scheme has been started, to increase outside sources of material for use within core yards. The mobile force will be nominally headed by Cressk, continuing from his success in implement the Alltier's vision of the NIS.
