As we're pushing into the game a bit more I wanted to throw out what I've learned about tech trading, particularly given that I have a few questions about it as well.
There is no direct way to give a specific technology to another player.
All trading must be done through analysis of ships or stations.
Analysis can only be done on a tile where you have a space yard, either planetary or orbital station.
When trading a ship with a technology superior than your own, you can only increase your tech level by one level at a time through analysis. (something I just found out about)
Trading shipyards on respective homeworlds with "trusted" allies is the easiest way to trade technology in the longrun as you can then build ships for immediate trade and analysis to another player.
Moving ships to the spaceyards of another player still works, but probably (esp at this point) is much slower.
I'm curious to see if there are other things I've missed about tech trading, and hope to help clarify the process for others (particularly us new players). Also, if I have anything wrong, someone correct me =D

-When you analyze a ship, you gain 1 tech level for every piece of technology you are behind:
Ex. you analyze a ship with Ion engines 3, missiles 4 and combat sensors 2. You have Ion engines 1, Missiles 1 and combat sensors 3 technology. In this case you will gain Ion engines 2, Missiles 2 from the analyze command, no matter how many of those components are on the ship.
-You can only analyze components that are not destroyed. You cannot repair components you do not have technology for.

Further learning: Apparently diplomatic trading should be done as the very last item in a turn, or else the trade may bug and not work.

That's a known bug in SE4. All diplomatic messages, of all kinds, should be done just before pressing the "end turn" button.
