"Of course the Company would continue to keep its fleet at combat readiness while they attempt to find a peace!" Lord Xiril scoffs, waving a clawed hand dismissively at the Kortl Speaker. "To fail to do so would only give your forces, and those of your Amarri puppets, free reign over their space! And the only reasonable border agreements we have heard have been from the Company! The D'Kali do not believe in 'victim' in war, only aggressor and defender, and the aggressors have at least made offers of a break in the fighting, as they should" Glaring at the Kortl, the D'Kali leaned his upper body over the table. "You however continue to move in secret, like a xora cat in the brush. Everything you have done has been cloaked in some shadow! And you have avoided answering why you stopped all trade with the Hegemony, and withdrawn your ambassadors! Do you prepare for a second war as well, Speaker?"
Glancing to Tornoloshka, Xiril smirked "As for the Adherents; their leaders entered a war, and lost. Their people are now under the protection of the Hegemony, and happily accept our stewardship. A point I will elaborate on if the Gryphon's issue of sovereignty is ever *actually* addressed."

[The Solvani Diplomatic Branch transmits a message to the Council as their representative is still en route.]
The Solvani Imperium presses the Kortl Society to respond to the Company's claims that a fleet of over 50 warships remain poised outside Aquarii. Why do the Kortl and Amarr not stand down their fleets and accept the peace treaty offered? The continued silence, combined with the renewed aggressive movements of the Amarr Empire in Solvani space, speaks volumes.

The Kortl diplomat, a four foot tall pea-green skinned Kortl named Gau, with a somewhat glazed look stares at Lord Xiril for a moment then sits back.
"We have not hid our intentions with the Amarr, and have several times made clear our objective in removing the many ships the company had once held within Amarr space. This is not shadowy. Unless you cannot understand our communications. Perhaps it is an issue of translation. Nevertheless, let us restate our purpose. We have been drawn into war by legal necessity when our defensive treaty with the Amarr required us to do so. Until the Amarr make peace with the Society we will remain at war. As of yet they are unwilling to make a ceasefire agreement or negotiate a potential peace. The reasons for which are that they continue to move ships into Amarr space and have several still residing there. Also, since the war began with the Amarr we are not legally responsible for the ending of the war without breaching our treaty. The Amarr and Company will keep us informed as to the resolution. When they have come to an agreement, our fleet will stand down. Until then we will continue to seek and destroy Company vessels, partly to settle our debt in not providing defensive forces soon enough to prevent the Company assault on the Amarr homeworld and the deaths of millions of civilians. And party to settle our own grievances against their incessant attempts to incite us."
"As to the Solvani Diplomatic Branch, why should you complain about our ships in Antares, when the Company has a similar number on the other side of the gate and has ships within Amarr borders. It is clear you have already made up your mind about the issue. We have been less than silent with you in private conversation and through public dialogue with other species, of course, like most others you suffer from confirmation bias. This is not something we can cure, only ask that you consider the facts, not just the facts being presented."

The Interstellar Trading Company is embarrassed by the Kortl ambassador's disdain for this council. With every statement, they continue to dig themselves deeper into a hole from which they cannot escape. They claim the Trading Company is "unwilling to make a ceasefire agreement or negotiate a potential peace" when the Trading Company has made its offer twice, in public, even when faced with invasion by the Amarr Empire and Kortl Society. The Kortl have also evaded the question posed to them, and refused to provide this council with an honest account for their military preparations against the Aquarii system. The Trading Company has decided to present the council with the facts the Kortl ambassador does not wish you to see: In this first figure, you will see current logs from the Antares Rupture, located between ITCo and Amarr space, and adjacent to the Aquarii system. You can clearly see 54 Kortl warships, a mere 2 sectors from the warp point into Aquarii. You should also note that these warships have proceeded directly towards the warp point, bypassing an ITCo observer satellite group (currently being harassed by Amarr corvettes) and an ITCo observer vessel. Only one conclusion can be drawn from the position of this fleet, and its disinterest in ITCo targets: the Kortl presence in Amarr space is not to remove Trading Company observation ships from Amarr space as they have stated; it is to support an invasion of the Aquarii system. In the second and third figures, you will see the composition of this fleet. A simple tabulation shows 4 Piruf v11 heavy destroyers, 6 Piruf v12 heavy destroyers, 15 Chitai v11 heavy destroyers, 8 Steg v1 heavy destroyers, and 19 Vosyn v1 heavy destroyers. As shown by the blueprints of these ship classes, they have been designed for one purpose: a forceful assault on a heavily defended star system, and sufficient supply ships to carry the invasion deep into Trading Company territory. It is time for this council to demonstrate to the galactic community that it is serious about peaceful deliberation, and that it is capable of protecting the galactic peace with action. The Trading Company submits the following: Until the Kortl Society has withdrawn its invasion fleet and responded to the latest Trading Company peace offer, all delegations must 1. Condemn this aggression by the Kortl Society, 2. Withdraw the Kortl Society's invitation to participate in the council, 3. Suspend trade with the Kortl so they cannot support the cost of their military offensive, 4. Prevail upon the Kortl to respond to the latest Trading Company peace proposal.

The Company is quick to forget that it was he who: - Murdered 10 Million Amarr civilians via planetary bombardment within the Amarr home system
- ITco Navy's Invasion of the Amarr homeworlds
- The Destruction of the Kortl Diplomatic Embassy
- The assault on unarmed Amarr resource colonies
- The assault of Kortl ships wholly within Amarr territory
- The mobilization of war fleets into Amarr sovereign space
- Hiding a warfleet in a nebula next to the Amarr homeworlds
It is almost laughable the amount of spin the Company needs to put on this information to make it seem favorable to the Company's interests. If the Company thinks that it can do the above to the Amarr and Kortl and not face retribution it must be as delusional as all of the propaganda it is putting out.

In the name of AZHA, his maleki, and the chorus of saints,
The Most Serene, Holy and Orthodox Dominion is aghast to see the Kortl Society in assembling such a force to harm the trade company, and what's more, try to hide and deny it. Such interference in the ITCo's attempt to defend itself from Amarri aggression is truly reprehensible.

Once again we see the further absurdity of the Company's negotiations. They claim to want peace, but then recommend that we are thrown out of the discussion to which peace is discussed. They have thrown a document in front of us, then walked away from it and refuse to respond other than to make threats and wage a PR campaign. We have explained ourselves enough and are ready to engage in a ceasefire, but until they meet us in negotiations and respond to our channels of diplomacy, we have little choice but to continue pursuit of their fleets which intend to continue their war against the Amarr.

May I remind everyone that the Company is the one who broke our treaty and began waging a war within Amarr's borders, not only against Amarrian Citizens, Ships and Colonies but against Kortl that could be found within Amarr borders. The company should not be surprised to see those hostile, aggressive and offensive acts repaid in kind.

The company should not be surprised to see those hostile, aggressive and offensive acts repaid in kind. At last the Amarr Empire's plans are laid bare, as clear as a three-sun day. They have no intention of negotiating or accepting any peace offer, because they have already decided on war. The only question that remains is whether the Kortl Society will follow them in this folly.

We are pleased to see so many willing to voice their concerns in a public forum such as this. However we also can see that while many call for peace they also continue to act with agression against each other. For this to work, for a true converstaion to occur here we all MUST cease actions until that conversation has occured. The Triarchy would request that all who wish to speak here at least agree to a cease fire, at the very minimum. We know this is a lot to ask, but peace needs to be the focus and if you are here to talk you should also be here to asisst in that peace.

Friend Solvani, can you not see that both sides have equal wrongs in this provocation and that your closer ally, the Company seeks peace and retreat in cowardice because he has done his damage and attempted his conquest - and failed. He does not want to face the consequences of his action to incite and attack another species. Seeing futility in further war he retreats.
Would you not punish, in a similar fashion, a species who declared war and moved a surprise fleet to your homeworld, razing whole cities there, before being destroyed? Would you declare peace when they demanded it and require no recompense?
If so, perhaps you are better than I. We all have our weaknesses, vengeance is among them. What of those millions dead? Perhaps we can sate that hurt with time, but right now we see little else but insults and threats from the Company. Help us to see differently, if you will.
As for the Triarchy, we apologize for the brief chase in your system. Our cancellation of treaty with the D'kali does not put us as hostile against them, although our ships will automatically engage if we get too close, some issue in computer navigation.
In the meantime I will meditate and, with luck, consult with the Rheus.

The Kortl's misinformation continues, despite the unveiling of their secret preparations for invasion. As has been stated numerous times, the Kortl started this conflict by suddenly destroying our observer vessel in Borr so they could sneak their invasion fleet unseen into Sigma, a fleet that now stands poised to strike Aquarii as all delegates can plainly see. And long before that, the Amarr began hostilities by threatening to "throw the full weight of their industry" into seizing Aquarii. Their deceptive exagerations of the ITCo police action also continue. Neither cities nor mining bases were razed. The ITCo delegation challenges them to substantiate their accusations with proof, as the ITCo has done, so that the council may reach an informed opinion. But the ITCo also encourages the council not to hold its breath while waiting; the proof will never appear because these incidents did not transpire. The intent of the police action has been clear from the beginning: to destroy the Kortl arms trading depot above the Amarr homeworld, to detour the Amarr invasion fleet from their advance towards Aquarii, and to derail their military preparations. As there was no galactic council for mediation at the time, and as the Kortl had fired the starting pistol for the combined invasion by destroying our observer vessel in Borr, a police action was one of the few legitimate options left after our previous peace offers had been ignored. We do not apologize for the police action - it has obviously achieved its objective of stalling the invasion of Aquarii. But now that their invasion preparations continue and our latest peace offer again goes unanswered, we do begin to regret that we did not order a police action as damaging as the Kortl and Amarr have painted with their lies... unless, of course, this galactic council is willing to prove its relevance and prevail upon the Kortl and Amarr to withdraw so that a meaningful peace can be secured.

I have no doubt the Adherants do indeed happily accept to live under the yoke of an occupier when the option is destruction via orbital bombardment. Who would not rather live than die? Having not evolved past such a primitive code of conduct, which only acknowledges might, the Hegemony sees force of arms as the prime justification for everything." Glowing appendage gesturing toward Lord Xiril, Tornoloshka comments; "Why this kind of species would take part in a council of peace is beyond comprehension. No doubt, any borders agreed upon at this Council would be forgotten as soon as the next excuse arises to demonstrate the strenght of the Hegemony's war machine."

No. We destroyed the vessel, and announced such long before hand, because it was invading our territory. Again. For the fourth year in a row. We have never trespassed your borders. Your obfuscation of the real issue, your surprise attack and declaration of war upon the Amarr, has no-one fooled. Luckily in our recent combats we were able to remove most of the Aquarius fleets. We see no need to move in ships again as the Amarr can properly defend themselves now that you are extracted from their space. If you do so, we will immediately return to defend them again. We suspect this is the case so we have left a fleet in Borr for the moment. We will evaluate the situation as it develops, although we suspect you will not attempt to attack them in surprise again for some time. Of course, if we are wrong and resume warlike activities we will not stop at the Amarr borders next time. You may consider this our ceasefire notice.
